Abstract

This study explores the institutional challenges in implementing waqf for social housing in Malaysia through qualitative interviews with eight waqf institutions and two Islamic banking institutions. The findings indicate fragmented housing governance and the lack of a unified model for waqf-based social housing. These gaps hinder the effective use of waqf to address urgent housing needs, especially for low-income householders. This study will develop a waqf-based social housing model to be used as a reference by policymakers, waqf institutions and housing agencies in more effective, sustainable and Sharia-compliant housing rescue.
